A balança comercial do agronegócio brasileiro de 1989 a 2005 AgEcon
Barros, Geraldo Sant'Ana de Camargo; Silva, Simone Fioritti.
This study aims to analyze the agribusiness contribution to Brazil’s trade balance. A new classification of the agribusiness trade balance was proposed and used to analyze the aspects of the exported products –agricultural products, products of animal origin, industrialized foods and imported inputs – represented by fertilizers. Imports and exports vector autoregression models were used to explain the behavior of these variables. An increase of 1% in the attractiveness – product of the exchange rate by the international prices – boosts immediately the exports of non processed agricultural products by 1.71%, stabilizing at 2% after some trimesters. The attractiveness explains 60 to 74% of the forecast error variances of these exportats. It is noted that an...

Actuarial evaluation of the EU proposed farm income stabilisation tool AgEcon
Pigeon, Mathieu; Frahan, Bruno Henry de; Denuit, Michel.
Recently, the European Commission proposed to introduce several risk management tools in the rural development pillar 2 of the CAP. One of them consists in providing co-financing support to mutual funds compensating farmers who experience a severe drop in their farm income. This paper analyses this new farm income stabilization tool for the Walloon region in Belgium, considering separately three groups of farms (crop, dairy and cattle farms). Relying on FADN data from 1997 to 2007, this analysis focuses on estimating the probability that such regional mutual funds would need to intervene to compensate farm net incomes and, in that case, the expected amount of each farm income compensation and the total expected amount of compensation. The budgetary...

Agricultural policy analysis in Finland with the AGMEMOD model: Lessons to be learnt? AgEcon
Niemi, Jyrki S.; Kettunen, Lauri.
The objective of this paper is to assess empirically the impacts of further reform of the Common Agricultural Policy (CAP) on the agri-food sector in Finland. To meet the objective, an econometric model for Finnish agriculture - built as a part of the AGMEMOD project - was utilised. The projection and policy simulations presented in the paper demonstrate that the model provides the basis for relatively straightforward baseline projection, and an initial framework for agricultural policy analysis. Yet, there remains substantial scope for further work on the model. In particular, the effects of big policy shocks are clearly not adequately captured by the model. The linear equations of supply together with low elasticities estimated from historical data...

DIRECT PAYMENTS AND THEIR IMPACT ON THE LAND MARKET IN POLAND AgEcon
Dziemianowicz, Ryta Iwona; Przygodzka, Renata; Sadowski, Adam.
The article makes an attempt to answer the question: how direct payments affected the land market in Poland? The first part of the article explains the theoretical aspects of direct payments as an instrument of agricultural policy and their prospective effectiveness. Also the special character of the solutions adopted by Poland in relation with the use of this instrument was shown. The second part presents the main problems of the land market in Poland, taking into account both the supply and the demand factors of this market. The third part concentrates on searching for the cause-effect relations between the direct subsidies and the changes in the land market in Poland. They suggest, among others, that the forecasts regarding the retaining of land in...

Evaluation of political control instruments for the Swiss alpine region AgEcon
Calabrese, Chiara; Mack, Gabriele.
This paper analyses different direct payments system for the Swiss alpine region based on the multi-agent model SWISSland. Moreover, the future demand and management of the alpine pastures are simulated under different scenarios until 2020. In the model, agents are representing existing summer farms and are able to interact with each other. The results imply that the current direct payment system for the Swiss alpine region is effective and able to maintain a stable development until 2020. Since the land management in the alpine region is the activity that provides public goods, it would be reasonable to enforce payments that maximize the area of summered land. A change to contributions coupled to the surfaces could achieve the desired management of the...

Factors Affecting Participation of Italian Farmers in Rural Development Policy AgEcon
Adinolfi, Felice; Capitanio, Fabian; Pascucci, Stefano; de Magistris, Tiziana.
In this paper a (micro)econometric approach is developed by considering the farmer likelihood to participate in different policy programs as linked to the objective of farmer to maximize their welfare. In this way we model farmers participation in policy support scheme by using a new institutional economics approach and conceptualizing the decision to entry as a contractual choice between two rural development types of policy. Different discrete choice modelling approaches are used to analyze the complementarity/ substitutability of different policy programs such as environmental-related measures and farm investment supports policy schemes and the main driving factors behind them. We use an extensive cross-sectional database related to the Italian FADN...

Factors Affecting Producer Participation in State-Sponsored Marketing Programs By Fruit and Vegetable Growers in Tennessee AgEcon
Davis, James A.; Velandia, Margarita M.; Clark, Christopher D.; Lambert, Dayton M.; Jensen, Kimberly L.; Wilcox, Michael D.; Wszelaki, Annette.
State programs promoting agricultural products have proliferated in response to increased consumer interest in locally grown foods. Tennessee, for example, currently has two state-sponsored programs promoting Tennessee agricultural products. This study examines the factors associated with fruit and vegetable farmer participation in these programs using mean comparisons and bivariate probit regression. Results suggest that farmer participation in these programs was associated with operation size, percentage of income from farming, percentage of annual sales from fresh produce, and attendance to University Extension educational events. These results should interest individuals attempting to increase producer participation in these types of programs.

FARM HOUSEHOLD INCOMES AND REFORMING THE CAP AgEcon
Frahan, Bruno Henry de; Nkunzimana, Tharcisse; De Blander, Rembert; Gaspart, Frederic; Sumner, Daniel A..
Low and variable farm income has been a main rationale for heavy government intervention in agricultural markets and income transfers to farmers whether in Europe in response to disruptive agricultural imports and low world prices at the end of the 19th century or in the US in response to the Great Depression. While the future of the Common Agricultural Policy (CAP) is again discussed and new directions are examined, it is fundamental to know to what extent low and variable farm income is still a problem in contemporary European agriculture and a valid rationale for designing the new CAP. In this context, this paper first examines the income level and distribution of farm households compared to those of non-farm households for a selection of OECD...

Measuring the impacts of the CAP in Spain: A CGE model approach AgEcon
Philippidis, George.
The Mid Term Review introduced a decoupling of agricultural support from production decisions, although with opt-out clauses for specific payments in particular sectors. The ‘Health Check’ seeks to deepen the degree of decoupling, whilst importantly for Spain, offers the option of extending this model of support to the fruit and vegetables sectors. Employing a computable general equilibrium model, this paper sets out to quantitatively assess the agro-food and macroeconomic impacts of the Mid Term Review and Health Check proposals in Spain. With greater decoupling, agricultural output falls slightly, whilst resources are reallocated in favour of arable activities.

New approach to analyze relationships between agritouristic supply and territory AgEcon
Iseppi, Luca; Ginaldi, Fabrizio.
This paper defines the phenomenon of agritourism in Friuli Venezia Giulia (NE Italy) at the end of 2009, in the light of the multifunctionality of agritouristic farms and taking into account the land use. The proposed statistical approach to outline the situation includes (a) the classification of the variables linked to agritouristic supply to find the main supply types, (b) the Principal Component Analysis (PCA) in order to classify the regional agritourisms according to their supply and (c) the Canonical Correspondence Analysis (CCA) to investigate the relationships between agritouristic supply, agricultural land use and territory. Since the CCA is widely used only in social and environmental sciences, this work represents its first application in...

POSSIBLE FUTURE SCENARIOS FOR SICILIAN CEREAL CROPPING IN THE LIGHT OF CURRENT TRENDS IN AGRICULTURAL POLICY OF THE EUROPEAN UNION AgEcon
Crescimanno, Maria; De Stefano, V.; Galati, Antonino.
This paper sets out the results of a research project carried out by the University of Palermo and financed by the Sicilian Region, which aims to establish the impact of the Fischler Reform on Sicilian agriculture, and to project future scenarios that take into account some of the changes that the production process may undergo in the Region, following both the application of the Reform itself (now in force) and the eventual application of indications contained in the Health check. The impacts of the Fischler Reform, and especially the application of the Single Payment scheme to companies, were examined in cereal cropping companies, especially considering the significant amount of durum wheat cultivation in vast areas of the Region’s hilly and its...

Potenciais benefícios do sistema de rastreabilidade animal dos EUA para o setor de carnes americano AgEcon
Resende Filho, Moises de Andrade.
This article investigates the potential gains to the U.S. meat sector with the implantation of the U.S. National Animal Identification System (NAIS). The focus is on the effect that the NAIS could have on consumers’ risk perception about eating meat. System of demand equations are estimated using time series of food safety indexes variables used as proxies for consumers’ reactions to news on meat safety issues. The series of food safety indexes are built on the basis of the number of food safety news reported in top U.S. newspapers. Using the preferred model estimates, three scenarios are constructed in order to account for the cases wherein the NAIS is not implemented, is implemented only for beef and is implemented for beef and pork. The differences in...

Procedimento para análise de decisão quanto à prevenção de doenças em animais: uma aplicação da Teoria dos Jogos AgEcon
Silveira, Luciana Torrezan; Burnquist, Heloisa Lee.
The basic hypothesis of this study is that producers do not realize, individually, the importance of adopting preventive measures, even aware of the economic risks for them and for the local economy, because outbreaks of some diseases are not frequent. Moreover, the presence of externalities makes the action of one producer regarding sanitary measures of the herd affect other producers in the same region, which cannot be perceived by them, either. This study aims to develop a theoretical procedure to infer about strategic decisions taken by producers to prevent animal disease in their herds, in face of the risk of contamination. The development of the model is based on the Game Theory, and the cost-benefit analysis as support for decision-making process....

RED MEAT PRODUCERS’ PREFERENCES FOR STRATEGIES TO COPE WITH THE CAP REFORM IN SCOTLAND AgEcon
Revoredo-Giha, Cesar; Leat, Philip M.K..
It is recognised that following the reform of the Common Agricultural Policy (CAP) farmers may go through a period of transition where they evaluate the different production alternatives available to them according to their existing situation, expectations and preferences. Drawing on a survey of Scottish beef and sheep producers undertaken in mid-2006, the purpose of this paper is to analyse the preferences of producers in relation to a number of possible economic strategies for production adjustment following CAP reform. The results show that the nature of adjustment is still uncertain, reflected in the high numbers of farmers that do not know what strategy to follow or that will maintain the same production levels despite the reform. However, a sizable...

The differentiated effects of food price spikes on poverty in Uganda AgEcon
Boysen, Ole; Matthews, Alan.
This paper applies an integrated CGE-microsimulation model to analyse the impact of the 2006-08 increase in commodity prices on Uganda. Previous impact analysis studies suggested that the food price shock increased poverty in Uganda as there are more net food buyer than net food seller households. We show that the agriculture commodity price shocks were poverty-reducing, but the simultaneous increases in energy and fertiliser prices were poverty-increasing. Overall, poverty decreased in Uganda as a result of external price shocks in the 2006-08 period.

THE EUROPEAN COMMISSION IN THE CAP DECISION MAKING: A CASE STUDY ON THE SUGAR REFORM AgEcon
Iagatti, Matteo; Sorrentino, Alessandro.
This paper represents the first step of a wider research project on the relation between the EU institutional settings and the policy outcome. We specifically tackle the CAP definition process and the role of the Commission inside consultation procedure, proposing a case study on the sugar CMO reform of 2006. Using and adapting the theoretical framework proposed by Putnam (1988) we first check the suitability of sugar for such analysis than we reconstruct the various phases of the sugar CMO definition process evaluating qualitatively, the main issue in discussion, MSs position in relation also to the final outcome and the role played by the Commission in this context. The analysis is carried out as a documental study in which we collected and evaluate the...

THE IMPACT OF II PILLAR ON THE MULTIFUNCTIONALITY IN ITALIAN FARMS: ANALYSIS ON THE FARM HOLIDAYS AgEcon
Galluzzo, Nicola.
This analysis has examined the relationships between the European funds for rural development and the multifunctionality during a short time, comparing two different situations before and after the Common Agricultural Policy (CAP) reform. The main problem was to find a variable able to describe the multifunctionality; the agritourism, in particular, number of farm holidays farms, has been the dependant variable useful to value the rural multifunctionality and the impact of the increase of II pillar fund. The Principal Component Analysis and the model of Ordinary Least Square have confirmed the positive impact of European Agricultural funds in the rural development and in the increase of active farm holidays farms.

Traceability, Trust and Coordination in a Food Chain AgEcon
Charlier, Christophe; Valceschini, Egizio.
In response to sanitary crisis, risk management has become a central issue for food producers and distributors in Europe. Organisational responses to sanitary risks usually implying traceability have been conceived by firms. One of the main tasks here is to deal with coordination of the different operators of a food chain. The European Union has developed a regulatory framework with the Regulation 178/2002. This regulation sets a mandatory traceability considered as a risk management tool. Traceability that was considered as a private initiative has therefore become an obligation with this regulation. This paper tries to evaluate if the problem of the operators’ coordination on specific traceability practices that any private organisational of a food chain...
